'علی نیكزاد' روز سه شنبه در گفت و گو با خبرنگار ایرنا افزود: 800 طرح ملی و زیر بنایی كشور در قالب طرح مهر ماندگار تعریف شده كه باید تا پایان دولت دهم به بهره برداری برسد و سهم وزارت راه و شهرسازی از این تعداد 147 طرح است.

وی اضافه كرد: طرح های مهر ماندگار وزارت راه و شهر سازی شامل آزاد راه ها، بزرگراه ها، راه اصلی، فرودگاه، بنادر، مراكز درمانی و مجتمع های اداری است.

وزیر راه و شهرسازی، طرح مهر ماندگار را از اقدامات ارزشمند رییس جمهور دانست و گفت: دولت با اجرای طرح مهر ماندگار زمینه برنامه ریزی برای اجرای طرح های جدید را برای كارگزاران دولت بعدی مهیا كرد.

نیكزاد افق مسكن مهر را مطلوب ارزیابی كرد و گفت: یك و نیم میلیون واحد مسكونی تا پایان سال جاری به بهره برداری می رسد كه این میزان طرح شامل 300هزار واحد در روستاها، 600 هزار واحد در شهرهای بالای 25 هزار نفر، 180 هزار واحد در شهرهای زیر 25هزار نفر، 120 هزار واحد در بافت فرسوده و 300هزار واحد مسكونی در شهرهای جدید است.

نیكزاد اعلام كرد: براساس بازدید های صورت گرفته زیر سازی طرح راه آهن تهران - همدان 31 شهریور ماه امسال تكمیل و همزمان رو سازی این طرح ملی كه جزو طرح مهر ماندگار است آغاز می شود.

وی افزود: عملیات اجرایی آزاد راه همدان - ساوه معروف به آزاد راه كربلا به طول 175 كیلومتر كه 85 كیلومتر آن در حوزه استحفاظی همدان است نیز تا پایان شهریور امسال به پایان می رسد.

مقام عالی وزارت راه و شهرسازی اضافه كرد: برای تكمیل كمربندی شرقی غربی همدان 300 میلیارد ریال اعتبار اختصاص یافت، همچنین تقاطع غیر همسطح ازندریان(ملایر) با پشتیبانی سازمان راهداری و حمل و نقل جاده ای كشور انجام می شود.

وی از تكمیل دو بیمارستان نیمه تمام استان همدان در سه ماهه نخست سال 92 خبر داد و گفت: عملیات آسفالت 14 هزار كیلومتر راه روستایی (بالای 50 خانوار) در حال انجام است.

به گزارش ایرنا از انجمن صنعتگران و شركت های كوچك 'مستره'‌ ایتالیا، در سال گذشته میلادی یازده هزار و 615 شركت بویژه شركت های كوچك به دنبال تشدید بحران اقتصادی اعلام ورشكستگی كرده و حداقل 50 هزار نفر شغل خود را از دست دادند.

این انجمن ، افزود: در طی چهار سال بحران اقتصادی و مالی كه گریبانگیر اروپا و ایتالیا شده است، ‌سال 2011 میلادی بدترین سال از نظر اعلام ورشكستگی شركت ها در ایتالیا بود كه با این ‌اوضاع وخیم و ناگوار اقتصادی، هم كارفرمایان و هم كاركنان متحمل زیان و بیكاری شدند.

'جوزپه بورتولوسی' دبیر این انجمن كاری ایتالیایی اعلام كرد: ‌سه عامل اصلی ورشكستگی شركت ها در ایتالیا، محدودیت اعطای اعتبار از سوی موسسات اعتباری، ‌تاخیر در پرداختی ها و كاهش شدید تقاضا از سوی مشتری می باشد.

انجمن صنعتگران و شركت های كوچك ایتالیا همچنین با یاداوری اینكه حدود یك سوم ورشكستگی ها، -معادل 3600 شركت- بخاطر تاخیر در پرداختی ها اعلام ورشكستگی كردند، افزود: ورشكستگی اغلب كارفرمایان به عنوان یك شكست شخصی تلقی شده و در برخی موارد حتی اقدام به خودكشی كرده اند.

سال 1390 سالی بود كه در آن جهان تحولات گسترده ای را تجربه كرد و طبیعتا جمهوری اسلامی ایران نیز این این قاعده مستثنی نبود. تحولات صورت گرفته در زمینه برنامه هسته ای ایران از مهمترین عناوین خبری سال گذشته در رابطه با ایران بود. تحولات مرتبط با روابط ایران و آژانس بین المللی انرژی اتمی، مذاكرات ایران با گروه 1+5 (آمریكا، انگلیس، فرانسه، روسیه، چین به علاوه آلمان) و تحریم های صورت گرفته ازسوی غرب علیه كشورمان ازجمله موارد قابل ذكر در روابط خارجی ایران در سال 1390 است. اگرچه در این سال كشورها و نهادهای غربی تمام امكانات و تلاش خود را برای فشار آوردن بر ایران بكار بردند، اما جمهوری اسلامی ایران به جهانیان نشان داد كه نه تنها اقدامات غرب علیه ایران به شكست و محدودیت كشورمان نمی انجامد بلكه زمینه خودكفایی و پیشرفت های بیشتر را در داخل فراهم می سازد. پیشرفت های صورت گرفته در زمینه پزشكی هسته ای و تكنولوژی صلح آمیز هسته ای ازجمله موفقیت هایی است كه علیرغم تحریم ها می توان از آنها نام برد. گزارش های ضدایرانی آژانس بین المللی انرژی اتمی و ادعاهای واهی برای غیر صلح آمیزنشان دادن فعالیت های هسته ای ایران از یك سو و تحریم های پی در پی ازسوی دیگر همگی حاكی از تمایل غرب برای زیر سوال بردن حسن نیت ایران است. این حسن نیت و تلاش در راستای شفاف سازی برنامه هسته ای ازسوی ایران ازجانب گروه 1+5 نیز در مذاكرات با ایران تاحدودی نادیده گرفته شد، اما جمهوری اسلامی ایران نشان داد كه همواره در برابر فشارهای غرب ایستاده است و تسلیم خواست های نامشروع كشورهای غربی در رابطه با حقوق ملت ایران نخواهد شد.

**روابط ایران و آژانس در سال 1390

روابط میان جمهوری اسلامی ایران و آژانس بین المللی انرزی اتمی از مهمترین مسایلی است كه در سیاست خارجی ایران در سال 1390 قابل تامل است.

گزارش 8 آبان آژانس در خصوص برنامه هسته ای ایران، مذاكرات ایران و آژانس و سفر بازرسان آژانس به ایران ازجمله تحولات صورت گرفته میان ایران و آژانس در سال گذشته است.

آژانس بین المللی انرژی اتمی در تاریخ 8 آبان 90 گزارش كاملا سیاسی و جانبدارانه ای در خصوص پرونده هسته ای ایران منتشر كرد. یوكیا آمانو مدیركل این آژانس در این گزارش مدعی شد كه براساس اسنادی كه ازسوی آمریكا در اختیار آژانس قرار گرفته است، جمهوری اسلامی ایران به كمك كارشناسان روسی آزمایش اتمی انجام داده است. این گزارش واكنش تند روس ها را برانگیخت و بیش از پیش از سیاست های خصمانه غرب علیه ایران پرده برداشت.

در این گزارش آمده بود، از آنجا كه براساس اسنادی كه آژانس ازسوی آمریكا در اختیار دارد، ایران چند سال پیش به كمك دانشمندان روسی انفجار هسته ای انجام داده! نگرانی آژانس برانگیخته شده است. در همین حال بسیاری از كارشناسان، گزارش منتشر شده ازسوی آژانس را غیرمستقل و جانبدارانه توصیف كردند و این گزارش را دیكته شده ازسوی آمریكا خواندند. بسیاری از تحلیلگران استقلال سیاسی آژانس و یوكیا آمانو را زیر سوال بردند و این موضوع بیش از پیش مشخص كرد كه آمریكا می كوشد بر روند تصمیم گیری ها در آژانس بین المللی تاثیر بگذارد.

از دیگر موارد در روابط ایران و آژانس سفر بازرسان این نهاد به تهران است. روزهای نهم تا یازدهم بهمن 1390(ژانویه 2012) دیداری ازسوی بازرسان آژانس از ایران صورت گرفت. در این دیدار 'هرمن ناكاترس' معاون امور پادمان آژانس بین المللی انرژی اتمی سرپرستی تیم مذاكره كننده با ایران را برعهده داشت. پیش از این سفر سعید جلیلی دبیر شورای عالی امنیت ملی جمهوری اسلامی ایران اعلام كرد كه دیدار بازرسان آژانس تنها به منظور گفتگو برای یافتن راه حلی مشترك بر سر برنامه هسته ای ایران است و در این سفر قرار نیست بازدیدی صورت گیرد، اما در این سفر بازرسان درخواست بازدید از سایت پارچین را كه یك سایت نظامی است و نه هسته ای را مطرح كردند و در مقابل با مخالفت ایران رو به رو شدند زیرا بنابر قوانین، درخواست بازدید از یك سایت نظامی روند و زمانبندی خاصی را می طلبد.

پس از این سفر بازرسان آژانس در اول و دوم اسفند(20 و21 فوریه) در بازدیدی دیگر وارد تهران شدند. سرپرستی تیم 5 نفره آژانس در این مذاكرات را نیز هرمن ناكاترس معاون امور پادمان آژانس بین المللی انرژی اتمی بر عهده داشته است.

ناكارتس رییس تیم بازرسان آژانس در سفر به ایران پس از مذاكرات دور دوم در بازگشت به وین گفت: 'همچنان كارهایی هست كه باید انجام شود'. وی درباره نتایج مذاكرات خود در تهران صرفا به این جمله اكتفا كرد: 'ماموریت خوب بود'.

یوكیا آمانو مدیر كل آژانس بین المللی انرژی اتمی در پنجم اسفند ماه 90 (24 فوریه 2012) پس از پایان دو دوره دیدار بازرسان آژانس از ایران، گزارشی را منتشر كرد كه در آن از عدم امكان بازرسان برای بازدید از 'سایت نظامی پارچین' انتقاد شده بود. آمانو دبیركل آژانس در این گزارش گفت: 'ناامیدكننده است كه ایران تقاضای ما برای بازدید از پارچین را نپذیرفت. ما با روحیه‌ای سازنده وارد عمل شدیم، ولی هیچ توافقی نشد'.

همزمان با این اظهارات نمایندگان ایران در 16 اسفند 90 موافقت خود را برای دیدار بازرسان آژانس از پارچین اعلام كردند. دفتر نمایندگی ایران در آژانس با اشاره به برگزاری سه ملاقات در وین برای تسهیل دو دور مذاكرات در تهران، اعلام كرد: توافق شده بود تقاضای دسترسی به پارچین تا نشست شورای حكام در مارس به تعویق بیفتد.

نمایندگی دایم جمهوری اسلامی ایران در وین در بیانیه ای اعلام كرد: باتوجه به این واقعیت كه پارچین یك سایت نظامی است، دسترسی به سایت یك فرآیند زمانبر است و به طور مكرر نمی توان اجازه داد، اما متعاقبا یك بار دیگر اجازه دسترسی داده خواهد شد.

در ادامه بیانیه علی اصغر سلطانیه آمده است كه به رغم توافقی كه در وین شد و حتی بر خلاف متن بیانیه آژانس، تیم آژانس اتمی براساس دستور مدیركل خواستار دسترسی به پارچین شد. همزمان در رویدادی دیگر، یوكیا آمانو با این ادعا كه 'فعالیت هایی' در پارچین در حال انجام است، گفت: 'بهتر است آژانس بین المللی انرژی اتمی هرچه سریع تر از این سایت دیدن كند.'

در راستای این سخن آمانو، رسانه های وابسته به غرب و تحلیلگرانشان در اقدامی هماهنگ و مغرضانه برای نادیده انگاشتن و تخریب حسن نیت ایران در مناسباتش با آژانس، مدعی شدند كه ایران سایت پارچین را پاكسازی كرده است. ناگفته پیداست كه آثار آلودگی رادیواكتیو تا میلیون ها سال باقی می ماند و قابل پاك كردن نیست.

جرقه این اقدام ازسوی خبرگزاری رویترز در گزارشی پس از اظهارات آمانو و در خواست وی برای بازدید هرچه زودتر از پارچین زده شد. رویترز گزارش داد: 'وی (آمانو) اشاره ای نكرد كه چه اتفاقی ممكن است در حال رخ دادن در پارچین باشد و نگفت كه آیا این می تواند تلاشی برای پنهان كردن شواهدی در آستانه بازدید آژانس باشد یا خیر.'

پس از آن چند خبرگزاری غربی دیگر ازجمله بی بی سی و صدای آمریكا مدعی شدند كه برخی تصاویر ماهواره ای حاكی از تحركاتی در سایت پارچین است و این تحركات را نشانه تلاش ایران برای پاكسازی این سایت دانستند. گفتنی است اینگونه اقدامات ازسوی رسانه های غربی تازگی ندارد و این رسانه ها كاری به غیر از هجمه خبری علیه برنامه هسته ای ایران و جلوگیری از هرگونه پیشرفت گفتگوها در این رابطه ندارند.

**روند مناسبات ایران و گروه 1+5 در سال 90

گروه 1+5 متشكل از شش كشور آمریكا، انگلیس، فرانسه، روسیه، ڍB�ن به علاوه آلمان در سال 2006 به منظور انجام مذاكرات هسته ای با كشورمان تشكیل شد. ایران و گروه 1+5 تاكنون و در جریان مذاكراتشان فراز و نشیب های بسیاری را تجربه كرده اند، به طور كلی گفتگوها میان ایران و گروه 1+5 در غالب چهار دوره صورت گرفته است كه این دوره ها عبارتند از: مذاكرات ژنو 1 در سال 1387، ژنو 2 در سال 1388، ژنو 3 درسال 1389 و مذاكرات استانبول در بهمن ماه 1389.

از آخرین دور مذاكرات رسمی ایران و گروه 1+5 تاكنون روند مذاكرات متوقف شده است، اما جمهوری اسلامی ایران در سال 1390 آمادگی خود را برای ادامه مذاكره با 1+5 اعلام كرد كه این نیز نشانه ای دیگر از تمایل ایران برای حل مسالمت آمیز چالش های ایجاد شده بر سر برنامه هسته ای خود با غرب است. البته دولتمردان ایرانی و مذاكره كنندگان ارشد ایران با گروه 1+5 ضمن اعلام آمادگی ایران برای ازسرگیری گفتگوها همواره تاكید دارند كه تنها در فضایی برابر و به دور از فشارهای بین المللی حاضر به انجام گفتگو با گروه 1+5 هستند و بارها خاطر نشان كرده اند كه حقوق ملت ایران در این مذاكرات قابل بحث نیست.

ازجمله رویدادهای قابل ذكر در مناسبات ایران و 1+5 می توان از اعلام آمادگی دكتر صالحی وزیر خارجه كشورمان در 10 دی ماه 90 برای ادامه مذاكرات با 1+5 نام برد. در همین حال گروه 1+5 نیز آمادگی خود را برای ازسرگیری گفتگوها اعلام و در پی آن در 26 بهمن ماه سعید جلیلی دبیر شورای عالی امنیت ملی جمهوری اسلامی ایران با ارسال نامه ای برای كاترین اشتون مسوول سیاست خارجی اتحادیه اروپا آمادگی تهران را برای ادامه مذاكرات اعلام كرد. دبیر شورای امنیت ملی ایران طی نامه‌ای به مسوول سیاست خارجی اتحادیه اروپا خواستار گفتگوهای گام به گام برای حل موضوع هسته‌ای با رویكرد سازنده و مثبت شد.

پس از آن در 16 اسفند ماه 90 كاترین اشتون به نامه جلیلی پاسخ داد. وی در این نامه موافقت گروه 1+5 برای انجام دور تازه ای از مذاكرات هسته ای با ایران را اعلام كرد. اشتون خواستار آغاز مذاكرات ایران و 1+5 در 'كوتاه ترین زمان ممكن' شد.

سرانجام در 24 اسفند 90 سعید جلیلی، دبیر شورای عالی امنیت ملی جمهوری اسلامی ایران با ارسال نامه‌ای به كا‌ترین اشتون، درخواست كرد كه زمان و مكان برای گفت‌و‌گوهای ایران و 1+5 مشخص شده و دنبال شود.

سعید جلیلی در این نامه نیز بار دیگر بر لزوم انجام گفت‌و‌گوهای 'سازنده، جدی و بدون پیش شرط با هدف تحقق همكاری‌های پایدار' تاكید كرده است. در پنج ماه گذشته فشارهای اقتصادی و تحریم‌های یكجانبه ازسوی آمریكا و اتحادیه اروپا علیه ایران شدت گرفته و رژیم صهیونیستی نیز در این میان از لزوم برخورد نظامی با ایران سخن گفته است.

در همین حال و به گزارش خبرگزاری فرانسه به نقل از روزنامه روسی 'كامرسانت'، همزمان آمریكا به روسیه پیام داده كه به ایران بگوید 'این گفت‌و‌گو‌ها، آخرین شانس' است.

این روزنامه نوشته است كه هیلاری كلینتون، وزیر خارجه آمریكا در دیدار با سرگی لاوروف، وزیر خارجه روسیه گفته به ایران بگویید گفت‌و‌گوهایی كه قرار است با 1+5 برگزار شود، آخرین شانس برای حل این بحران از راه غیرنظامی خواهد بود.

اینگونه اقدامات ازسوی آمریكا و همپیمانانش ازجمله رژیم صهیونیستی در آستانه مذاكرات 1+5 نشان می دهد كه آنها می كوشند در میدان مذاكرات ایران و گروه 1+5 یكه تازی كند و از هم اكنون كار شكنی را آغاز كرده اند، اما جمهوری اسلامی ایران تاكنون با دیپلماسی آگاهانه و به دور از تاثیرپذیری از اینگونه تهدیدها ازسوی آمریكا و متحدانش به حفظ حقوق حقه ملت ایران در مذاكرات پرداخته و تسلیم زورگویی های كشورهای غربی نشده است.

گفتنی است كه براساس گزارش ها ایران اعلام كرده است كه ترجیح می‌دهد این بار نیز تركیه میزبان گفت‌و‌گو‌ها باشد. جزییات دقیق‌تری در مورد زمان گفت‌و‌گو‌ها اعلام نشده، اما ممكن است ماه آینده میلادی، برگزار شود.

**تحریم های یكجانبه غربی علیه ایران

در سالی كه گذشت شاهد تحریم های یكجانبه كشورهای غربی علیه ایران بودیم. تحریم‌های جدید غرب علیه ایران در سال 90 به دنبال گزارش 8 آبان آژانس بین‌المللی انرژی اتمی به مدیریت یوكیا آمانو، كه همراه با ادعاهایی در خصوص جنبه‌های احتمالی تلاش ایران برای ساخت تسلیحات هسته‌ای بود، اوج گرفت. در این راستا توافق‌های جدیدی بین غرب و آمریكا در خصوص تحریم علیه نظام بانكی، صناB�ع پتروشیمی، نفت و گاز ایران صورت گرفت.

به دنبال آن، وزرای خارجه اتحادیه اروپا درباره اعمال تحریم‌هایی علیه بخش مالی و نفتی ایران ازجمله انسداد دارایی‌های بانك مركزی ایران، ممنوعیت فروش الماس، طلا و دیگر فلزهای قیمتی و همچنین توقف واردات نفت ایران توسط كشورهای عضو این اتحادیه به توافق رسیدند. سرانجام اتحادیه اروپا در سوم بهمن ماه 90 نفت ایران را تحریم كرد.

در سال 90 انگلیس نیز به بهانه جلوگیری از توسعه احتمالی برنامه اتمی ایران كلیه تبادلات مالی خود را با همه بانك‌های ایران از جمله بانك مركزی ایران به طور كامل قطع كرد.

در 2 آذر ماه (30 نوامبر 2011) سنای آمریكا در جهت افزایش فشار و تحریم‌های بیش‌تر بر ایران، برای اولین بار، متمی را در چارچوب لایحه بودجه نظامی ایالات متحده آمریكا با هدف تحریم بانك مركزی ایران و خریداران نفت این كشور، به تصویب رساند. سرانجام در 11 دی ماه آمریكا بانك مركزی ایران را نیز به طور رسمی تحریم كرد.

همچنین فرانسه از محدودیت‌های جدید علیه نظام بانكی و صنایع انرژی ایران اسقبال كرد. در همین حال سرگی لاوروف وزیر امور خارجه روسیه در یك كنفرانس مطبوعاتی در 28 دی ماه اعلام كرد: 'مسكو با تحریم های یكجانبه آمریكا و اتحادیه اروپا علیه ایران مخالف است و آن را مانع ازسرگیری مذاكرات این كشور و گروه 1+5 می داند'.

لاوروف گفت: طرفدار تحریم های یكجانبه علیه ایران نیستیم. معتقدیم این اقدامات هیچ وجه مشتركی با نظام منع گسترش سلاح هسته ای ندارد.

سرگی ریابكوف معاون وزیر امورخارجه روسیه نیز در 8 بهمن ماه 90 بار دیگر به اعضای غربی گروه 1+5 در باره اعمال تحریم ضد تهران هشدار داد و گفت: 'تحریم های یك جانبه ضد ایران به بن بست خواهد رسید.'

اما در تازه ترین اقدام، دو تن از قانونگذاران كنگره آمریكا پیش نویس لایحه‌ تحریم‌های جدیدی را علیه تمام بانك‌های ایران و همچنین موسساتی كه در تبادلات غیرنفتی با ایران همكاری دارند را پیشنهاد كردند.

اما بنابر نظر بسیاری از كارشناسان داخلی و خارجی تحریم های صورت گرفته و تلاش غرب برای تحت فشار قرار دادن ایران تاكنون بی نتیجه بوده است. بالا رفتن قیمت نفت در نتیجه این تحریم ها از مواردی است كه به اقتصاد غرب بویژه كشورهای اروپایی در بحران اقنصادی ایجاد شده در این كشورها ضربه وارد ساخته است.

غرب و به ویژه آمریكا طی سال گذشته كوشیدند در مذاكرات هسته ای ایران را به پذیرش خواسته های خود در این خصوص وادار سازند. در نهایت با اعمال تحریم ها سعی كردند كه به اقتصاد ایران ضربه وارد سازند، اما شواهد حاكی از سرخوردگی و انفعال آنها در مقابل سیاست پویای ایران در جریان مذاكرات هسته ای می باشد. رشد اقتصادی بالای ایران و قیمت های رو به فزونی نفت خام نشانه هایی روشن بر ناكارآمدی سیاست های مذكور است و همین عوامل مخالفت های داخلی با اقدامات غرب را باعث شده است.

به گزارش خبرگزاری فرانسه از بیشكك، پایگاه هوایی 'مناس' بیشكك مقر مهم نیروهای تحت امر آمریكا در افغانستان به شمار می آید و مقامات آمریكایی به دلیل مخالفت بیشكك با تمدید اجاره این پایگاه بعد از سال 2014 نگران اند.

'بوسورمانكول تابالدیف'، دبیركل شورای دفاعی قرقیزستان در ابتدای دیدار با وزیر دفاع آمریكا و در جمع خبرنگاران گفت: ماموریت نظامی در پایگاه مناس بعد از سال 2014 نباید وجود داشته باشد.

وی افزود: این فرودگاه، غیرنظامی و تشكیلاتی اقتصادی است.

با وجود این، پانه تا در اولین دیدار رسمی خود از بیشكك برای اجازه استفاده از این پایگاه تشكر كرد و خطاب به وزیر دفاع قرقیزستان گفت: از شما می خواهم مراتب سپاس مرا به رییس جمهوری به دلیل حمایت مستمر برای استفاده از پایگاه نقل و انتقال مناس برسانید.

بر اساس این گزارش، پانه تا در آستانه سفر به قرقیزستان گفته بود قصد دارد اهمیت پایگاه مناس را برای سران این كشور تشریح كند. این پایگاه به منزله نقطه حیاتی برای نقل و انتقال سربازان و مجروحان و سوخت گیری مجدد هواپیماها به شمار می آید.

'آلمازبیك آتامبایف'، رییس جمهوری قرقیزستان، در ماه دسامبر (آذر/دی) گفته بود برای دولت وی به شدت خطرناك است كه میزبان آمریكا در پایگاه هوایی مناس واقع در 30 كیلومتری خارج از بیشكك باشد و آمریكایی ها را تهدید كرد با پایان زمان قرارداد اجاره فعلی در سال 2014 باید از این پایگاه خارج شوند.

بیش از یكهزار و 500 سرباز و پیمانكار آمریكایی و ناوگانی از هواپیمای سوخت رسان KC-135 در پایگاه هوایی مناس قرقیزستان مستقر اند.

این هواپیماها در تمام مدت شبانه روز به سوخت رسانی مشغول اند و دیگر هواپیماهای آمریكایی سربازان و تجهیزات را برای نیروهای این كشور مستقر در افغانستان منتقل می كنند. آمریكا سال گذشته چهار هزار و 786 سوتی پرواز برای سوخت گیری از این پایگاه انجام داده بود.

به گزارش خبرنگار اعزامی ایرنا ، سرلشگر حسن البیضانی فرمانده نیروهای امنیتی بغداد روز سه شنبه طی اظهاراتی شرایط امنیتی در عراق برای استقبال از سران كشورهای شركت كننده در این اجلاس كاملا فراهم دانست.

وی با تاكید بر تشدید تدابیر امنیتی در مبادی ورودی شهر بغداد افزود: شرایط امنیتی در مراكز مهمی مانند منطقه اقامت سران و همچنین فرودگاه بین المللی بغداد شدیدتر از دیگر نقاط كشور است.

اجلاس سران اتحادیه عرب قرار است 29 مارس (10 فروردین) در بغداد برگزار شود.

مقامات رسمی عراقی همواره تاكید كرده اند كه این اجلاس طبق برنامه برگزار خواهد شد و تا كنون تمامی كشورهای عرب عضو این اتحادیه آمادگی خود را برای شركت در این اجلاس اعلام كرده اند.

عراق در سال 1990 میزبان نشست فوق العاده اتحادیه عرب بوده . اما این كشور از سال 1978 میلادی تا كنون میزبان نشست سالیانه این اتحادیه نبوده است و از این رو برگزاری چنین نشستی در بغداد از درجه اهمیت زیادی برخوردار است.

نشست سالیانه اتحادیه عرب برای سال 2011 میلادی كه قرار بود در بغداد برگزار شود، به دلیل تحولات در برخی كشورهای عربی و آفریقایی از جمله مصر، تونس و لیبی به تعویق افتاد.

مقامات عراقی قصد دارند با برگزاری این اجلاس نشان دهند كه از توانایی بسیار بالایی برای برگزاری نشست های بین المللی و حضور در محافل عربی و منطقه ای برخودار هستند.
